The Nigerian Communications Commission (NCC) has announced the release of a consultation paper and opened a public consultation process on a proposed framework for zero-rated access to educational platforms and content across Nigeria.

The Commission said the initiative is aimed at developing a framework and criteria that would enable Nigerians to access approved educational platforms and content without incurring data charges, thereby promoting digital learning and educational inclusion.

According to the NCC, the consultation paper represents a preliminary stakeholder engagement exercise and aligns with the Commission’s participatory and transparent regulatory approach.

The telecoms regulator invited industry stakeholders, educational institutions, service providers, civil society organisations and members of the public to submit written comments and recommendations on the proposed framework.
